HB21, the Strategic Production Response Act, prohibits non-emergency drawdowns from the Strategic Petroleum Reserve (SPR) until the Department of Energy (DOE) submits a plan to Congress to increase federal land (including Outer Continental Shelf) leases for oil and gas production to offset drawdowns occurring since January 21, 2021.
